This is kelp that has been cut thinly, and immersed in a mixture of boiling mirin, soy sauce and sugar, before being left to dry and cut smaller. It has also been coated with find salt. It is popular in Japanese cuisine, and eaten with Japanese Rice Balls (Onigiri).
